There are serious talks in the Senate about moving forward with an aid package without border rules

Senators from both parties are in an emergency round of talks to see if they can reach a deal that would allow the Senate to open debate on a $95.3 billion foreign aid package — a bill that does not include the bipartisan border deal that Republicans killed. Today.
GOP senators are seeking a deal that would allow the Senate to vote on their amendments to the package. All 100 senators have to sign on to the term agreement. So this process takes time to play, sometimes several hours.
Now, Senate Majority Leader Chuck Schumer has opened up the floor for a vote to begin the process of taking up the bill. The poll has been open for almost two hours.
What happens next: Once this vote is complete, the Senate must pass a filibuster and vote to formally open debate. That's the first key vote — 60 votes are needed to pass the bill.
So far, not enough Republicans have said they will vote to move the bill forward until agreement on their amendments is reached.
